Registers a URL that receives the events you choose. The signing `secret` is returned only here, and `events` comes back sorted, without duplicates. Webhook endpoints are for your servers: an ephemeral key gets `403` on every `/v1/webhook-endpoints` route.

Stops deliveries to this URL, retries included; its waiting deliveries fail at once.
